当 AI 判定为高风险电池故障时，自动在售后系统创建维修建议工单，形成服务闭环。

验收标准

监听高风险预警事件（来自 AI 预测服务）
调用售后系统 API 创建维修工单（包含 VIN、风险等级、预测故障类型）
验证工单创建成功率 >= 99%
支持工单状态同步回传（已派单/已完成）

NFRs

性能: 工单创建延迟 < 5s
可靠性: 售后系统不可用时的降级策略（本地队列缓存）

技术实现思路

使用消息队列异步解耦
实现幂等性校验防止重复创建
记录工单流转日志
